This comprehensive guide explains the requirements, application steps, and legal framework for obtaining a student residence permit in Turkey for foreigners.
Understanding the Student Residence Permit in Turkey
A student residence permit lets you live in Turkey while you study. Law No. 6458 sets the rules for this document. You need it if you don't have a family permit. It's for anyone attending a Turkish school or university. You must apply if you plan to stay past your visa.
Who is Eligible for a Student Residence Permit?
The government gives this permit to specific groups of people. It's mainly for those pursuing education in Turkey. These groups include:
- Primary and Secondary Students: This is for kids under 18 without a family permit. If you turn 18 while in school, you'll need to apply for your own permit.
- Higher Education Students: This covers people in associate, bachelor's, master's, or PhD programs.
- Specialized Medical Training: This includes those doing specialized medical or dental training (TUS or DUS).
This permit helps your spouse and kids get their own residency rights. But it doesn't give those same rights to other relatives.
Duration of the Student Residence Permit
Your permit's length depends on your study program. If your course lasts six months, your permit will match that. But if a public agency sponsors you, it might cover your whole degree. For younger students, the office usually grants one-year extensions. You'll need your parents' permission and proof of money to live on.
Mandatory Requirements for Applicants
You must meet a few basic rules to get your student residence permit under Article 39. These include:
- Proof of Enrollment: Show papers that prove you are a student.
- Clear Record: You can't be on the "no entry" list for Turkey.
- Address Information: You need a real place to live in the country.
- Financial Means: Prove you have enough cash for your stay.
Health Insurance Regulations for Students
Health insurance is a must for your application. You have 90 days after your first registration to join the state SGK system. Do this, and you won't need private insurance. But if you miss that window, you're out of luck. You'll have to buy a private policy for your entire stay.
Working Rights for International Students
Working while you study is possible, but you need a work permit first. The Ministry of Labor handles these requests. The rules change based on your degree:
- Graduate and PhD Students: You can apply for a work permit right away.
- Associate and Undergraduate Students: You must finish your first year before you can start working.
Procedures for Changing University or Department
Life changes, and so might your school. You must tell the authorities if you switch programs to keep your permit valid.
- Same City: Moving to a new department in the same city is easy. Just tell the migration office within 20 working days.
- New City: Moving to a different city is more work. You must apply for a new permit in that city within 10 days.
Required Documents for the Application
Get your paperwork ready before your appointment. You'll need a full file for the migration office. Common items include:
- Application Form: The signed form from the online system.
- Passport: Copies of your ID page and entry stamps. Bring the original too.
- Biometric Photos: Four recent photos with a white background.
- Student Certificate: A fresh, stamped paper from your Turkish university.
- Proof of Address: Your rental contract, dorm papers, or a title deed.
- Receipts: Proof you paid the card and permit fees.
Reasons for Rejection or Cancellation
The office can say no to your application. They might also cancel an existing permit. This happens if you stop going to class or use the permit for the wrong reasons. So, make sure you follow all the rules to keep your student residence permit and residency rights.
- You don't meet the legal needs for the permit.
- It looks like you won't finish school.
- You use the permit for something other than education.
- You have a deportation order against you.
