Student, worker and residence permits who have been sentenced for many reasons, as well as the economic crisis in our country, the inability of the economic wheels to work, the deterioration of family integrity, the inability to prevent illegal workforce, The closure of administrative institutions and workplaces due to the problems caused by the Corona Virus (Covid – 19) epidemic in Turkey and in our country caused disruptions in permit procedures. In order to overcome these problems, the Law on Foreigners and Immigration (Amendment) was rearranged, and it was approved by the Assembly of the Republic and entered into force by being published in the Official Gazette.
On the other hand, the “Foreigners and Immigration (Amendment) Law”, which provides for amnesty for foreigners who have been sentenced for being in the Turkish Republic of Northern Cyprus without permission, will remain in force for 90 days from the date it was published in the Official Gazette on November 3, 2021 until January 31, 2022.
WHO CAN BENEFIT FROM I- AFTAN?
As of the effective date of the law;
- Persons who do not leave the country even though the Residence, Work, Business and Student Permit given to them upon entry to the Turkish Republic of Northern Cyprus has expired,
- Persons who entered with a Tourist Visa and did not leave the country after 1 January 2020,
- Persons who have been dismissed due to Unauthorized Residence and Work,
- Spouses, unmarried children under the age of 25, children with disabilities over the age of 18, of beneficiaries of the current Amnesty
- Persons who could not complete their transactions after paying their fees in the 39/2019 Work Amnesty,
- The spouses, unmarried children under 25, children with disabilities over the age of 18, of persons who could not pay their fees and complete their procedures in the 39/2019 Work Amnesty,
- Persons who are abroad and whose Work Permit, Residence Permit, Business Establishment Permit expires in the TRNC and who exit the country with penalty and are blocked from entering the country,
- University Students Abroad and Penalized,
- Persons who are married to a TRNC Citizen who are abroad and have been penalized,
- Spouses of Persons with Residence Permit, Students, Working, Doing Business and Establishment Permits who are suspended abroad,
- Single children under the age of 25, children with disabilities over the age of 18, of Persons with Residence Permit, Student, Working, Doing Business and Establishment Permit who are suspended abroad,
- Persons who are abroad and sentenced on a Tourist Visa after January 1, 2020,
- Foreign nationals who have been expelled from the Turkish Republic of Northern Cyprus due to working without a work permit or residing abroad and who are abroad will be able to benefit from amnesty if they fulfill the conditions specified in the Law.
II- HOW CAN I BENEFIT FROM AFTAN?
A- PEOPLE IN THE TURKISH REPUBLIC OF NORTH CYPRUS:

- Persons who do not leave the country even though the Residence, Work, Doing Business, Business and Student Permit given to them upon entry to the Turkish Republic of Northern Cyprus has expired, provided that they pay a minimum wage within 10 days from the date of approval by the Immigration Office after applying online,
- Persons who entered with a Tourist Visa and did not leave the country even though it expired; (Those whose tourist visa expires before January 1, 2020 cannot benefit from this right), provided that you pay a minimum wage within 10 days from the date of Immigration Office Approval after applying online.
- Persons who have been dismissed due to Unauthorized Residence and Work; (Those whose tourist visa expires before January 1, 2020 cannot benefit from this right), provided that you pay a minimum wage within 10 days from the date of Immigration Office Approval after applying online.
- Spouses, unmarried children under the age of 25, children with disabilities over the age of 18; Spouses of sentenced persons shall apply to the Immigration Office within 60 days after benefiting from the amnesty, (They will be exempted from paying the fine)
- 39/2019 Persons who are unable to pay their fees and complete their transactions in the Work Amnesty; They will complete their procedures by applying to the Labor Office with the document proving that they have paid the 2019 Labor Amnesty fee. (They will be exempted from paying the penalty).
- 39/2019 Spouses, single children under the age of 25, children with disabilities over the age of 18; By applying to the Immigration Department with the document proving the family ties with the person who completed the necessary procedures in the 2019 Work Amnesty, (They will be exempted from paying fines).
B- THOSE WHO HAVE BEEN ABROAD
He/she will be able to benefit from the immigration amnesty by entering the Turkish Republic of Northern Cyprus within 90 days from the date of entry into force of the law and by paying the fine amounting to the minimum wage in force (4,970 TL) when entering. p>
- Persons who are abroad and whose Work Permit, Residence Permit, Doing Business, Establishment Permit in the TRNC have expired and who have exited the country with penalty and have been prevented from entering the country; by paying a fee,
- University Students Abroad who have been suspended; By paying a minimum wage, on the condition that they have a student admission document when they enter the country and a student certificate for those who take a break,
- Persons who are married to a TRNC Citizen who are abroad and have been penalized; By paying a minimum wage and a document proving that they are married on their entry into the country,
- Spouses of Persons with Residence Permit, Student, Working, Doing Business and Establishment Permits who are abroad and have been penalized; By paying a minimum wage and a document proving that they are married on their entry into the country,
- Single children under the age of 25 of Persons with Residence Permit, Students, Working, Doing Business and Establishment Permits who are suspended abroad, children with disabilities over the age of 18; By paying a minimum wage and a document proving that they are disabled and a child of the person when they enter the country,
- Persons who are abroad and sentenced with a Tourist Visa; Paying a minimum wage when entering the country, provided that their employer applies for a preliminary permit to the Labor Office before the person arrives, and those whose tourist visa is expired before 1 January 2020 they cannot benefit from this right).
- Foreign nationals who have been expelled from the Turkish Republic of Northern Cyprus due to work without a work permit or residence without a permit and who are abroad; By paying a minimum fee for entry into the country after the permit requirement and the necessary examination and approval by the Immigration Department.
