The “N” coded preliminary permit (istizan) decision is not an entry ban decision, but a precautionary decision that includes allowing the foreigner to enter our country with the permission and knowledge of the General Directorate.

Except for the visas issued in consultation with the General Directorate, foreigners arriving at the border gates are not allowed to enter our country, and they are evaluated within the scope of unacceptable passengers and a transaction is established. “N” CODE ADMINISTRATIVE SANCTIONS DEFINITION OF ADMINISTRATIVE SANCTIONS

(In the event that foreigners with “N” coded records listed below due to unpaid administrative fines come to the border gates to enter our country, provided that they pay the fines against them and there is no other issue that will prevent them from entering our country, the border gate personnel with the “N” coded records and they are allowed to enter our country within the framework of the general provisions of the visa.
