Can Foreigners Buy Vehicles with MA-MZ Plates in Turkey?
In this blog post, we will provide you with information about foreigners purchasing vehicles with MA-MZ plates in Turkey.
There are two methods for this:
Method 1: Purchasing through a Notary
Foreigners with a residence permit can purchase a vehicle through a notary by paying taxes.
Method 2: Registering Guest-Plated Vehicles
Individuals with guest-plated vehicles can register their vehicles in Turkey. This applies to foreigners with work permits, student residence permits, and residence permits for retired individuals living abroad. They can buy ready-made guest-plated vehicles and register them or import their own vehicles and apply for a guest plate. One of the most important requirements is that they must apply within 6 months of arriving in Turkey. This will allow them to own an MA-MZ plated vehicle for 2 years and extend this period.

Example: Purchasing a Vehicle in Turkey
Whether you buy a vehicle from Turkey or import one, the procedure is the same. When buying a vehicle from Turkey, notaries are not authorized to carry out sales between foreigners. The sale must be made through the consulate of one of the two parties. After obtaining the license, you apply to the Turkey Tuning Institution for the necessary paperwork (the list of necessary documents can be found below). The most important document is the security deposit.
Individuals who cannot benefit from YTGGK are as follows:
a) Employees who have a first or second-class identification card issued by the Ministry of Foreign Affairs, embassy and consulate employees
b) Dual nationality holders (those with Turkish citizenship), individuals who have retired from Turkey, and Retired Blue Card holders
c) Individuals who are not resident abroad (at least 185 days)
Necessary Documents
The following documents are necessary to register a vehicle in Turkey:

Foreign employees:
a) Passport and driver’s license (together with photocopies)
b) A photocopy of the Work Permit issued by the relevant Ministry.
c) A formal document from the Social Security Institution (SGK) stating that they work in Turkey for foreigners who are exempt from a work permit.
d) The vehicle registration indicating that the vehicle belongs to the applicant, and if available, the sales contract from the relevant consulate (along with a photocopy of the seller’s registration)
e) A letter from the company stating the employee’s position and duration of employment addressed to the Turkish Touring and Automobile Association (along with a photocopy of the company’s signature circular)
f) “Vehicle Identification and Delivery Report” obtained from the relevant Customs Directorate

Foreign students:
a) Residence permit (not required for Blue Card holders.)
b) A student document addressed to the Turkish Touring and Automobile Association from the educational institution.
c) Passport and driver’s license (together with photocopies)
d) The vehicle registration indicating that the vehicle belongs to the applicant, and if available, the sales contract from the relevant consulate (along with a photocopy of the seller’s registration)
e) “Vehicle Identification and Delivery Report” obtained from the relevant Customs Directorate

Retired foreigners:
a) Residence permit
b) A document from the country’s social security institution indicating that the applicant is retired (Turkish translation certified by the embassy or consulate)
c) Passport and driver’s license (together with photocopies)
d) The vehicle registration indicating that the vehicle belongs to the applicant, and if available, the sales contract from the relevant consulate (along with a photocopy of the seller’s registration)
e) “Vehicle Identification and Delivery Report” obtained from the relevant Customs Directorate

IMPORTANT NOTES
The YTGGK is issued for a period of 1 or 2 years, which cannot exceed the duration of the residence permit and work permit from the Turkish Turing and Automobile Association. Before the expiration of the YTGGK, it is important to apply to the Turkish Turing and Automobile Association for an extension of the period to avoid sanctions such as fines. Once the application is approved, it cannot be cancelled or withdrawn. Translations certified by the embassy or notary are required for vehicle registration documents written in languages other than international languages. After obtaining the YTGGK from the Turkish Turing and Automobile Association, the vehicle owner should go first to customs and then to the traffic department in the province where they reside. In order to obtain a refund of the deposited guarantee, the YTGGK booklet must be returned to the Turkish Turing and Automobile Association after the vehicle has been definitively exported and the files have been closed by the relevant traffic department and customs.

Note: The deposited guarantee must be under the name of the holder of the YTGGK.
