Extension of Azerbaijani Passport Validity in Turkey

The Republic of Azerbaijan has implemented specific measures to support its citizens living in Turkey. Due to the global pandemic, many citizens faced difficulties renewing their travel documents. To address this, the Ministry of Foreign Affairs and the Cabinet of Ministers of the Republic of Azerbaijan introduced an extension for expired passports.

The validity period for all types of passports belonging to citizens of the Republic of Azerbaijan has been extended. This includes:

According to the official note from the Embassy of Azerbaijan in Ankara, passports that expired or were set to expire starting from January 1, 2021, were granted an extension. Within the borders of Turkey, these documents remained valid until December 31, 2021. This measure was designed to provide legal security for citizens residing, working, or studying in Turkey.

Procedures for Returning to Azerbaijan

While the extension allows citizens to remain in Turkey legally, traveling across international borders requires specific documentation. If a citizen with an expired passport needs to return to Azerbaijan, they must obtain a "Travel Document."

How to Obtain a Travel Document

The Travel Document, also known as a Certificate of Return, is issued by Azerbaijani diplomatic representations. Citizens should follow these steps:

  • Contact the Embassy of Azerbaijan in Ankara or the Consulate General in Istanbul.
  • Submit the required identification and proof of citizenship.
  • Apply for the temporary Travel Document specifically for the return trip to Azerbaijan.

This document is a one-way travel permit. Once the citizen reaches Azerbaijan, they must apply for a new passport through the standard domestic channels.

Legal Framework and Official Notifications

The extension was formalized through a diplomatic note sent to Turkish authorities. This ensures that Turkish migration and law enforcement agencies recognize the validity of these documents during the specified period. The proposal was prepared by the Ministry of Foreign Affairs of the Republic of Azerbaijan to mitigate the impact of the pandemic on its citizens abroad.
