ANSWERS TO QUESTIONS FROM THE MINISTRY OF INTERIOR ABOUT THE FULL CLOSING

The Ministry of Interior has added new articles to the most frequently asked questions and answers about the circular published on the full closure application that will last until 05.00 on Monday, May 17, in the fight against the corona virus.

1) For international connecting flights, are passengers required to obtain a travel permit in order to make domestic connecting flights and other travels?

”As stated in the Circular No. 10504 dated 01.07.2020 published by our Ministry, passengers who will travel by plane with international connection (inbound or outbound) will use domestic transit flights and other means of transportation (including arrival/departure) through which they will connect with their residences (including arrival/departure). private vehicle, bus, train, etc.), they do not need to obtain travel permits, provided that they document their international flights.”

2) Are caregivers and companions who help elderly people and seriously ill patients exempt from the curfew?

”Caregivers and companions who help elderly people who cannot fulfill their nutritional/cleaning needs and severe patients; They will be exempt from the curfew by presenting the health report of the person in need of care and depending on the reason for the exemption, which will be limited by time and route”

3) Is it necessary to obtain permission for domestic flight tickets purchased before the decision to close completely?

”All kinds of intercity travel during the period when the curfew will be applied will be subject to a permit. For this reason, travel permits must be obtained for travels that coincide with the start of the curfew, depending on whether there are mandatory conditions or not.

As the only exception to this situation, a travel permit will not be required for flights that will start their flights until 24:00 on Thursday, April 29, 2021 (with an exception for between 19:00 and 24:00), with tickets purchased before the decision to close. >

4) How will lawyers carry out their activities during the period of curfews?

According to Articles 33 and 34 of the “Exemption Places and Persons” List in the annex of the “Circular, lawyers and lawyer trainees, provided that they are limited to the execution of judicial duties; During the curfew, it is not subject to any restrictions for them to go to their offices, workplaces, courthouses, law enforcement units, official institutions and notary publics in the city where they are located and in compulsory situations.’

5) Are the permits of people such as electrical and natural gas repair/maintenance teams and veterinarians, who have to go to more than one place during the day due to the nature of their work, are limited to the route between the workplace and residence?

”In the inspections made regarding the persons exempted from the curfew restrictions applied during the full closure period, the status of the persons by the law enforcement units; It is checked whether it is compatible with the reason, time and route of the exemption. Although this is a general rule, the daily work of persons such as electricity and natural gas repair/maintenance teams and veterinarians, who are exempt from the curfew and who have to be in more than one place during the day due to the nature of their work, are checked. If they show their plans, these situations will be taken into account in addition to the residence-workplace route restriction in the inspections to be made by the law enforcement officers.”
