What to Do in Case of Lost / Stolen Residence Permit Card?

If your Turkish residence permit card is lost, stolen, or damaged, you must follow specific legal steps to obtain a replacement and avoid immigration issues.

Immediate Steps After Losing Your Residence Permit

Losing your residence permit card is stressful. But don't worry. The replacement process is clear if you follow the right steps. You need to act fast to keep your legal status safe in Turkey.

Go to the nearest police station (Karakol) first. Tell them your card is lost or stolen. They'll give you a "Lost Property Report" (Kayıp Eşya Tutanağı). You need this paper. It proves to the state that you have a valid permit, even if the card is gone.

Documents Needed for Your Residence Permit Replacement

You don't have to start a whole new application from zero. You're just getting a replacement card. Collect these documents before you head to the Migration Office (Göç İdaresi):

  • Police Report: The original report you got from the police station.
  • Biometric Photos: Bring four photos taken in the last six months.
  • Passport: Your original passport and a copy of the ID page and last entry stamp.
  • Address Document: A paper from the Nüfus Müdürlüğü or e-Devlet showing your registered address.
  • Payment Receipts: Proof that you paid the replacement fees.

Fees for Lost or Stolen Cards

Getting a new card costs money. The law separates the card fee from the residence permit fee (harç). So, you'll need to pay both.

You'll pay the full card fee for a lost or stolen card. But you only pay half of the permit fee for your remaining time. If you just damaged your card, the rules change. For lost cards, the half-fee rule is standard. Keep your receipts to show the officers at the desk.

How to Apply for the New Card

Take your police report and photos to the Migration Office in your city. Most cities don't require an online appointment for lost cards. You can usually just walk in for these services.

Hand your papers to the desk officer. They'll check your ID and your current permit in the system. Then, they'll start the request for your new card. It will be printed and sent to your home via PTT post. This usually takes a few weeks.

Address Registration Requirements

You can't get a new card if your address is wrong in the system. Did you move recently? Update your address at the Nüfus Müdürlüğü first. The Migration Office checks your "Yerleşim Yeri Belgesi" to make sure the card goes to the right house. If they can't find you, the card goes back to the post office.

Can You Travel Without the Physical Card?

Do you need to travel before the card arrives? You'll need a "Residence Permit Application Document" (Müracaat Belgesi). Get this from the Migration Office. This paper and your receipts let you leave and return within 15 days. Don't travel without it. You could face fines or get stuck outside Turkey.
