How Can Foreigners Change Address?

Rules for Address Notification in Turkey

You must keep your home info current if you live here on a residence or work permit. Turkish law says every resident needs to register where they live. This happens through the MERNIS system. It tracks your home for legal notices, doctors, and permit renewals. So, you need to update this record if you move. This helps you avoid legal trouble with address notification in Turkey.

The 20-Day Deadline for Foreigners

Time is your enemy when you move. You have exactly 20 working days to tell the state about your new home. This rule applies even if you just move down the street. It also applies if you move to a whole new city. Don't miss this window. If you do, you might face a fine. And in some cases, the ministry could cancel your permit entirely.

How to Change Your Address Within the Same Province

Moving within the same city? You'll need to follow two steps. First, go to the local Population Directorate (Nüfus Müdürlüğü). Make sure you visit the office in your new district. After that, you must tell the Migration Management office (Göç İdaresi). You'll usually give them your new residence certificate and a short petition. This keeps the immigration records and population records the same.

Moving to a Different Province

Moving to a new city is a bit harder. Let's say you move from Istanbul to Ankara. You can't just update your old file. Instead, you have to apply for a new residence permit in your new city. You still have that 20-day limit to start this. The office will give you a new card for the new province. You won't pay the big visa fee again if your permit type stays the same. But you will have to pay for the new plastic card.

Required Documents for Address Registration

Bring these items when you head to the office:

  • Valid Passport: Your original and a copy.
  • Residence Permit Card: Your current ID.
  • Lease Agreement: A copy of your rental contract signed by a notary.
  • Utility Bill: A bill for water, gas, or power in your name.
  • DASK Insurance: The earthquake insurance paper for the flat.

Updating Your Address via e-Devlet

You might be able to skip the lines using e-Devlet. This works if the new home is already marked as empty in the system. Log in and search for "Adres Değişikliği Bildirimi." If it works, you're done without a trip to the office. And you can download your residence paper right there.

Penalties for Failing to Update Your Address

Turkey takes these rules very seriously. If police find you don't live where you said, they'll start an investigation. This is called a "tahkikat." If you can't prove you live there, you might lose your permit. So, make sure your address notification in Turkey is correct before you try to extend your stay.
