Discover effective strategies to manage your work permit application in Turkey. Learn how to utilize SSI incentives and legal options to optimize your process.

Reducing Foreign Work Permit Costs with SSI Incentives

Hiring foreign personnel involves various costs, including application fees and monthly social security premiums. In Turkey, the Social Security Institution (SSI) offers several incentive programs. These programs help employers significantly reduce the financial burden of employing foreign staff. By leveraging these discounts, companies can maintain legal compliance while optimizing their operational budget.

How SSI Incentives Lower Your Expenses

The Turkish government provides premium discounts to encourage formal employment. The most common incentive is the 5% discount for employers who pay their premiums on time and have no outstanding debts to the SSI. For a foreign worker, this 5% reduction applies to the employer's share of the social security contribution. Over a year, this leads to substantial savings per employee.

Strategies to Extend Incentive Periods

Incentives are often tied to specific laws, such as Law No. 6111 or Law No. 7103. These laws provide higher discount rates for hiring specific demographics, including young workers or women. To extend the duration of these benefits, employers must ensure they meet the average number of employees required by the law. Monitoring your workforce headcount monthly allows you to stay eligible for these lower rates for the maximum allowed period.

Managing Costs Through Unpaid Leave Policies

There are periods when business activity slows down. In these cases, placing a foreign worker on unpaid leave (free leave) can reduce costs. During unpaid leave, the employer does not pay the salary or the social security premiums for those specific days. However, you must report this correctly to the SSI and the Ministry of Labor. Improper reporting can lead to fines or the cancellation of the work permit.

Compliance and Legal Requirements

While saving money is important, you must follow the law strictly. Foreign workers must be paid at least the minimum wage set for their specific job title. For example, engineers and managers have higher minimum wage requirements than sales staff. Failing to pay the correct wage or missing SSI payments will disqualify your company from all active incentives. Always audit your payroll to ensure the reported figures match the work permit requirements.
