It has been decided that our UEFA Elite and 1st Category referees, who manage matches in the Super League, will take charge in the important leagues of Europe, and that the UEFA Elite and 1st Category referees of the same leagues will also work on the basis of reciprocity. TFF, which also separates the field and VAR referee cadres, will appoint two observers for Super League matches, one in the stadium and the other in Riva.
The Board of Directors of the Turkish Football Federation (TFF) took important decisions regarding the refereeing and monitoring structure. The 9-item decisions, which are stated to have been taken “in order for referees and observers to reach better levels in national and international competition”, are as follows:
1- A REFEREE APPOINTMENT SYSTEM IS COMING INSTEAD OF THE FOOTBALL MANAGEMENT SYSTEM
After examining the latest technologies used in Spain and Belgium, the current Football Management System (FYS) software belonging to TFF will be developed and the Referee Assignment System will be used, where new generation technology will be used.
2- FIELD AND VAR REFEREE STAFF WILL BE LEFT
Field and Video Assistant Referee (VAR) rosters will be separated. VAR staff will be composed of referees who have IFAB certificate gained through VAR trainings that have been going on since the past years. Until the referees gain sufficient experience and if necessary, referees with VAR certificates in UEFA-affiliated countries will be used.
3- TWO OBSERVERS AT THE STADIUM AND THE RIVA
An assignment system supported by new generation technology will also be applied in the assignments of observers. In the Super League, apart from the observer on duty at the stadium, a second observer will work alone in the Special Observer Room, which will be established for the first time in the TFF facilities in Riva. The observer in the room will watch the match on TV and give grades. The observer will not have a phone in the room to be followed by the camera. Both observers will give their grades numerically and will not be aware of each other. If there is a big difference between the notes, the President of the MHK will watch the match and the observer will be penalized, whichever is far from the note given by the chairman. Observer reports will be recorded, stored and not shared in any way.
4- REFEREE AND OBSERVANT CLASSES WILL REMAIN THE SAME FOR NOW
It is aimed to form the new referee and observer classification squads, which are still in progress, during the halftime period of the Super League, which will be given during the World Cup finals period. Until this time, it will continue with the existing referee and observer cadres without any classification changes.
5- A LESSON OF CORRECT DIALOGUE AND BEHAVIOR WILL BE TAUGHT
Collaboration will be made with a University to improve the performance of referees and observers with methods determined according to scientific data and rules, and to measure their development. Referees will receive training on how to communicate with and treat players. Both psychologists will constantly work at TFF’s facilities in Riva, advising the referees on these issues.
6- PSYCHOTECHNICAL TESTS WILL BE APPLIED
By reviewing the tests applied to referees and observers; It was decided to apply additional psychotechnical tests including tests such as development and selective attention level, comprehension and evaluation, speed and distance perception, visual angle and coordination, determination, and visual selectivity. These tests will be carried out in cooperation with Istanbul University.
7- REFEREE CHANGE WITH UEFA COUNTRIES
In coordination with UEFA, referee exchange programs will be initiated with the major leagues of Europe. In this context, it has been decided that our UEFA Elite and 1st Category referees, who manage matches in the Super League, will take charge in the important leagues of Europe and that the UEFA Elite and 1st Category referees of the same leagues will also take charge on the basis of reciprocity.
8- FOREIGN TRAINERS WILL BE BROUGHT
An agreement will be made with a foreign referee trainer with international experience for the 2022-23 season.
9- SPECIAL EDUCATION FOR REPRESENTATIVES
Development and psychotechnical tests that referees and observers will be subjected to will also be applied to representatives
NEW MHK ANNOUNCED AT SABRI CELIK PRESIDENCY
The Turkish Football Federation announced the new Central Referee Board (MHK) chaired by Sabri Çelik yesterday. The new MHK of Çelik, who appointed him as the chairman for the fourth time, consisted of the following names: Murat Ilgaz, Aynur Aysun Akar, Baki Tuncay Akkın, Ahmet İbanoğlu, Aytekin Durmaz, Recep Sürhat Müniroğlu, İsmail Köse, Bülent Gökçü.
FIRST FEMALE MEMBER OF HISTORY OF MHK AYNUR AYSUN AKAR
TFF President Mehmet Büyükekşi, who broke new ground in Turkey by including two female members (Nüket Küçükel Ezberci, İdil Karademirlidağ Suher) in his management, appointed a woman to the Central Arbitration Board (MHK). Gaziantep Provincial Referee Board Chairman Aynur Aysun Akar was elected to the MHK.
REFEREE WITH FIFA CARD
Akar, born in Gaziantep in 1981, graduated from Gaziantep University, Department of Physical Education and Sports after Atatürk High School. Akar, who played football on the one hand, later started refereeing and wore a FIFA badge. Akar, the first female referee of Gaziantep, was elected as the President of the Provincial Arbitration Board on February 6, 2022, breaking another ground.
