1. Valid Identification and Residency
First, you need a Temporary Protection ID (Kimlik) that starts with the number 99. You can't just apply right away. You must wait until you've been registered for at least six months before you get a license or work permit.
2. Geographic Compliance
The law says you have to open your shop in the same city where your Kimlik was issued. So, if your ID is from Gaziantep, you can't open a shop in Istanbul. Moving your registration to a new city is a tough legal task. It's best to stay where you are registered.
3. Tax and Chamber Registration
Your business has to be official. This involves two main steps:
- Visit the local Tax Office to get your tax number and plate, known as a Vergi Levhası.
- Join a local Chamber of Commerce (Ticaret Odası) or a Chamber of Tradesmen (Esnaf Odası).
4. Workplace Insurance and Social Security
Every owner must sign up with the Social Security Institution (SGK). You'll likely pay into the Bağ-Kur system for self-employed people. And don't forget your staff. If you hire anyone, they must have insurance too.

Just opening a shop doesn't mean you can legally work there. You still need an independent work permit from the Ministry of Labor. You apply for this online. But make sure you don't have another permit application pending with a different boss. That will cause problems for your new business.
