Understanding the Student Residence Permit in Turkey
A student residence permit allows international students to live in Turkey legally during their education. This permit is regulated under Articles 38 and 41 of the Law on Foreigners and International Protection No. 6458. It is also covered by Articles 35 and 39 of the implementation regulation of the same law.
If you enter Turkey with a student visa, it is usually valid for 90 days. You must apply for your residence permit within this period. Failure to apply before your visa expires can lead to legal issues or deportation.
Who Is Eligible for a Student Residence Permit?
Turkey offers residence permits to various groups of international students. Eligibility depends on the level of education and the student's age.
Higher Education Students
Foreigners enrolled in the following levels of higher education can obtain a permit:
- Associate degrees
- Undergraduate (Bachelor’s) degrees
- Graduate (Master’s) degrees
- Doctorate (PhD) programs
- Medical Specialization Education (TUS)
- Specialization Education in Dentistry (DUS)
For university students, the permit is typically issued for the entire duration of the education program. If your program lasts four years, your permit may cover all four years.
Primary and Secondary Education Students
Foreigners who do not have a family residence permit and wish to study at the primary or secondary level must obtain a student permit. Students over the age of 18 who are still in secondary education are also required to apply. For these levels, the permit is usually granted for one year at a time and must be renewed annually.
Required Documents for the Application
To ensure a successful application, you must prepare a complete file. Missing documents are the most common reason for delays. You will need:
- Residence Permit Application Form: This is the document generated after you book your appointment online.
- Passport: A copy of your passport and the page showing your last entry stamp.
- Student Certificate: An official document from your school showing you are actively enrolled.
- Biometric Photographs: Four recent photos with a white background.
- Financial Statement: Proof that you have enough money to support yourself during your stay.
- Health Insurance: Valid private or general health insurance (SGK) covering the permit period.
- Address Proof: A notarized rental contract or a document showing you live in a dormitory.
If the student is under 18, additional documents are required. These include a letter of consent from the parents abroad and a letter of undertaking from a legal representative in Turkey.
The Application Process Step-by-Step
The process begins online through the "e-Ikamet" system. Follow these steps:
- Online Application: Fill out the form on the official Directorate General of Migration Management website.
- Book an Appointment: Choose a date and time to submit your documents at the local migration office.
- Fee Payment: Pay the residence permit card fee and the administrative tax at a tax office or through authorized banks.
- Interview/Submission: Attend your appointment in person with your physical document folder.
What to Do After Graduation: The 10-Day Rule
Graduation changes your legal status immediately. Once you graduate, your student residence permit becomes invalid, even if the date printed on the card has not yet expired.
You have exactly 10 days from your graduation date to apply for a new type of residence permit. Most graduates apply for a Short-Term (Touristic) Residence Permit to stay in the country while looking for work or preparing to leave. If you do not apply within this 10-day window, you will be considered an overstayer, which results in fines and potential entry bans.
Working Rights for International Students
International students in Turkey have the right to work, but there are specific rules. Undergraduate and associate degree students can start working after completing their first year of study. Graduate and PhD students can start working immediately. However, you must obtain a separate work permit from the Ministry of Labor and Social Security before starting any employment.
