The Istanbul Migration Management has updated its procedures. Learn why residence permit application files sent by post or courier are no longer accepted.

New Residence Permit Submission Rules in Istanbul

Istanbul's Migration Management office changed how you handle your residence permit application. You can't mail your files or use couriers anymore. This rule applies to every foreigner living in the city. You must now bring your documents in person to a specific district office. It's a big shift, but it helps the staff verify your identity faster.

The New Residence Permit Rules Started in 2021

This policy went live on February 15, 2021. Any files sent by mail after this date won't be processed. But don't worry if you mailed yours before then. The authorities will still check those files. You only need to visit the office if they specifically ask you to come in.

Where to Take Your Application Documents

Your online application will tell you which center to visit. Your district determines where you go. These offices handle all document deliveries and appointments now.

Istanbul Provincial Directorate of Migration Management (Main Office)

This office handles applications for people who used to go to Fatih, Beşiktaş, and Küçükçekmece.

  • Address: Hırka-i Şerif Mahallesi Adnan Menderes Bulvarı No:64, 34091 Fatih/Istanbul

Esenyurt District Working Group Presidency

You'll go here for applications in the Esenyurt and Beylikdüzü districts.

  • Address: Istiklal Mahallesi 2663. Sokak No:6 Esenyurt/Istanbul

Pendik District Working Group Presidency

This center manages applications for the Pendik and Maltepe areas.

  • Address: Pendik District Governorship, Doğu Mahallesi İnce Sokak No:12 Floor:1 Pendik/Istanbul

Ümraniye District Working Group Presidency

This location serves the Ümraniye district only.

  • Address: Necip Fazıl Mahallesi Gaffar Okkan Caddesi No:3 (Adil Uncle Park) Ümraniye/Istanbul

What Happens at Your Appointment?

You'll get a date and time through the e-ikamet system. Make sure you bring all your original documents and copies. Migration officers will check your ID and look over your paperwork. They need to see you in person to collect signatures and biometric data. It's usually a quick process if your papers are ready.
