Understanding Turkish Work Permits in 2026

Securing a work permit is a legal requirement for any foreign national intending to work in Turkey. The Ministry of Labor and Social Security (CSGB) oversees these applications. In 2026, the process remains digital, primarily handled through the e-Government (e-Devlet) portal. A valid work permit also serves as a residence permit, eliminating the need for a separate application.

Main Types of Work Permits

Turkey categorizes work permits based on the duration of stay, professional qualifications, and the nature of the employment.

1. Temporary Work Permit

This is the most common permit. It is initially granted for a maximum of one year for a specific workplace and profession. If you continue with the same employer, you can extend it for two more years. After three years of legal employment, you may extend it for an additional three years with any employer in the same profession.

2. Permanent Work Permit

Foreigners who have legally resided in Turkey for at least eight years without interruption or who have a total of eight years of legal work experience can apply for a permanent permit. This permit grants the holder the same rights as Turkish citizens, except for the right to vote, hold public office, or perform military service.

3. Independent Work Permit

This permit is for foreigners who wish to work on their own behalf. To qualify, you must have resided in Turkey legally for at least five years. The Ministry evaluates these applications based on the potential contribution to the Turkish economy and the impact on local employment.

4. The Turquoise Card

The Turquoise Card is designed for high-skilled workers, investors, and individuals who contribute significantly to science, culture, or sports. It provides a permanent right to work and grants residency rights to the holder's spouse and children. It begins with a three-year transition period before becoming permanent.

Employer Requirements and the 5:1 Rule

Turkish companies must meet specific criteria to hire foreign staff. The most critical rule is the employment ratio. For every one foreign employee, the company must employ five insured Turkish citizens. If the company wants to hire three foreigners, it must have at least 15 Turkish employees on the payroll.

Other employer requirements include:

  • Paid-up Capital: The company must have a minimum paid-up capital of 100,000 TL.
  • Revenue: Alternatively, the company must show gross sales of at least 800,000 TL or export figures of at least $250,000 in the previous year.
  • Financial Health: The company must have no outstanding tax or social security (SGK) debts.

Minimum Salary Requirements for 2026

Employers must pay foreign workers a salary that matches their professional role. The government sets these levels as multipliers of the monthly gross minimum wage. While the base minimum wage changes annually, the multipliers remain consistent:

The Application Process

The application method depends on whether the applicant is currently inside or outside Turkey.

Applying from Outside Turkey

  1. The applicant submits a work visa application at the Turkish consulate in their country of residence.
  2. The consulate provides a 16-digit reference number.
  3. The employer in Turkey uses this reference number to complete the online application via the e-Government portal within 10 working days.
  4. The Ministry reviews the application and issues a result within 30 days.

Applying from Within Turkey

Foreigners holding a valid residence permit with at least six months of remaining validity can apply directly within Turkey. The employer initiates the process through the online system. This route does not require a visit to a Turkish consulate.

Work Permit Extension Procedures

You must apply for an extension within 60 days of your current permit's expiration. You cannot apply for an extension once the permit has expired. If you miss this window, you must leave the country and start a new application from abroad. During the extension process, the 5:1 Turkish employee ratio must still be maintained, and all social security payments must be up to date.

Common Reasons for Rejection

The Ministry may reject applications for several reasons:

  • The employer does not meet the 5:1 employee ratio.
  • The salary offered is below the required multiplier for the role.
  • There are sufficient Turkish citizens with the same qualifications seeking work in that field.
  • The foreigner has stayed outside of Turkey for more than six months in a single year (for extensions).
  • The company has unpaid taxes or social security contributions.
