Immediate Steps After Losing Your Work Permit Card

1. Obtain a Police Report
The first step is to visit the nearest police station (Karakol) or the Prosecutor’s Office (Adliye). Inform the officers that you have lost your work permit card. They will issue a "Missing Report" (Kayıp Tutanağı). This document serves as official proof that the card is no longer in your possession. It protects you from liability if the lost card is used for fraudulent activities by third parties.
2. Notify Your Employer
Your employer is legally responsible for your work permit status. Inform them immediately so they can initiate the replacement process through the official government portals. Since the application is linked to the employer's e-signature, they must handle the digital request.
How to Apply for a Replacement Card via e-Devlet
The replacement process is handled electronically through the Ministry of Family, Labour, and Social Services portal. The employer or an authorized representative must follow these steps:
- Log in to the e-government (e-Devlet) system using the employer's e-signature.
- Access the work permit automation system.
- Select the specific foreigner from the list of employees.
- Choose the "Create Card Request" (Kart Talebi) option.
- Upload the police report if the system prompts for documentation regarding the loss.
Fees for Replacing a Lost Work Permit
Replacing a lost card is not free. You must pay two distinct types of fees to the designated banks (Ziraat Bank, Vakıfbank, or Halkbank):
- Work Permit Card Fee: This is the cost of the physical card (Valuable Paper Fee).
- Work Permit Fee: In cases of loss, you are typically required to pay half of the original work permit fee for the remaining duration of the permit.
Once the system processes the request, it will generate a reference number for the payment. Ensure you pay using the correct tax code to avoid delays.
Delivery of the New Work Permit Card
After the Ministry approves the request and confirms the payment, the card goes to print. The General Directorate of Migration Management prints the card and sends it via PTT (Turkish Post). The card is delivered directly to the workplace address registered in the system. You can track the delivery status through the PTT tracking number provided in the automation system.
