What is the Turkish Blue Card?

The Turkish Blue Card (Mavi Kart) is a special ID for people born as Turkish citizens. It is for those who later gave up their status with government permission. This card acts as a bridge for the Turkish diaspora. It lets you and your kids stay connected to Turkey without a Turkish passport.

This card proves you have most of the rights of a Turkish citizen. It's very helpful if you live in a country like Germany or Austria that doesn't allow dual citizenship. With this card, you can live, work, and invest in Turkey easily.

Who can get a Turkish Blue Card?

The law has strict rules on who qualifies. It isn't for everyone who leaves the country. You must meet certain criteria about how you lost your citizenship and your family tree.

  • Former Turkish Citizens: You must have been a citizen by birth. You also need an official renunciation permit (çıkma izni) from the government.
  • Family Members: These rights pass down to your kids, grandkids, and great-grandkids. This covers family up to the third degree.

Individuals who lost their Turkish citizenship because the state revoked it cannot get this card. This usually happens in cases of forfeiture.

Rules for kids and adults

The steps you take change based on your age and when your parents left their citizenship.

  • Children Under 18: Minors can get a card if their parent gave up Turkish citizenship. You'll need birth certificates to prove the link. Even if the child was born after the parent left, they might still qualify.
  • Adults Over 18: If you weren't part of your parents' process, you must check the civil registry first. You might need to briefly reclaim and then leave citizenship again. It depends on your specific legal history.

Your rights under the Turkish Blue Card

Article 28 of the Turkish Citizenship Law No. 5901 sets the rules. It says you get to keep most rights of a citizen. But there are a few exceptions for national security and politics.

  • Live here forever: You can live in Turkey as long as you want. You don't need a residence permit or have to pay extra fees.
  • Work: You can work in private companies without a work permit. You can also take temporary jobs in the public sector.
  • Buying property: You can buy or sell homes and land just like a citizen. There are no extra rules for you.
  • School: You and your kids can go to state schools and universities. You'll pay the same rates as citizens.

Healthcare and retirement

Your social security stays safe. If you worked in Turkey before, those years still count. You can keep paying into the SGK system to get a pension later. And you get to use the healthcare system like everyone else based on your insurance.

What you can't do with a Blue Card

While the card is great, it isn't full citizenship. You should know these four main limits:

  • No voting: You can't vote in any elections. You also can't run for office.
  • Military: You don't have to do military service. You can't join even if you want to.
  • Official jobs: You can't be a permanent civil servant (memur). But you can still work as a contracted employee.
  • Bringing cars: You don't get tax breaks for bringing cars or furniture from abroad. Only citizens moving back for good get those deals.

How to apply for your Turkish Blue Card

The process is simple. You just need the right papers. You can go to a Turkish Consulate or a local citizenship office (Nüfus Müdürlüğü) in Turkey.

Required documents usually include:

  • A signed application form.
  • Your current foreign passport.
  • Two biometric photos.
  • Your old renunciation permit if you have it.
  • Birth certificates to prove your family links.

Once issued, the card never expires. But you should get a new one if you change your passport or if the card gets damaged.
