Understanding MA-MZ Plates in Turkey
Foreigners living in Turkey often encounter vehicles with license plates starting with the letters MA through MZ. These are known as "Guest Plates" or "Blue Plates." They are specifically reserved for foreign residents who meet certain criteria. These plates offer a significant advantage: the ability to own a vehicle without paying the heavy Special Consumption Tax (ÖTV) or Value Added Tax (KDV) usually required for car purchases in Turkey.
Who is Eligible for Guest Plates?
Not every foreigner can obtain an MA-MZ plate. Eligibility is strictly tied to your residency status and the purpose of your stay. The following groups can apply for a Guest Plate (YTGGK):
- Foreign Employees: Those holding a valid work permit issued by the Ministry of Labor.
- Foreign Students: Individuals enrolled in a recognized Turkish educational institution with a student residence permit.
- Retired Foreigners: Individuals who are retired abroad and hold a residence permit in Turkey.
- Foreign Press Members: Journalists working for international media outlets with a press card.
Who Cannot Apply?
Certain individuals are excluded from the Guest Plate system. You cannot benefit from this scheme if you fall into these categories:
- Dual citizens (those who also hold Turkish citizenship).
- Individuals who have retired from a Turkish institution.
- Blue Card holders who are retired.
- Diplomatic staff or consulate employees with first or second-class ID cards.
- Individuals who have not resided abroad for at least 185 days in the last year before importing a vehicle.
Two Ways Foreigners Can Buy Vehicles
There are two primary methods for foreigners to acquire a vehicle in Turkey. Your choice depends on whether you want to pay taxes or utilize the guest plate exemption.
Method 1: Tax-Paid Purchase via Notary
If you have a valid residence permit, you can buy a vehicle just like a Turkish citizen. You find a car on the local market, go to a notary, and complete the sale. In this case, you pay all applicable taxes (ÖTV and KDV). The vehicle will receive a standard Turkish plate, and you can sell it to anyone in the future without restrictions.
Method 2: Tax-Free Guest Plate Registration (YTGGK)
This method allows you to buy a vehicle from another foreigner or import your own vehicle from abroad. These vehicles are tax-exempt. However, the registration process is more complex and involves the Turkish Touring and Automobile Association (TTOK). You must apply within six months of your arrival in Turkey to qualify for this status.
The Step-by-Step Purchase Process
Buying a guest-plated vehicle from another foreigner is different from a standard sale. Notaries in Turkey are not authorized to process sales between two foreigners for MA-MZ plated cars. Instead, the transaction must take place at the consulate of one of the parties.
Once the sale is finalized at the consulate, you must apply to the Turkish Touring and Automobile Association (Turing) for the necessary paperwork. The most critical part of this application is the security deposit (guarantee), which ensures the vehicle will eventually be exported or sold to another eligible foreigner.
Required Documents by Applicant Type
To register your vehicle and obtain the "Mavi Karne" (Blue Card), you must provide specific documentation based on your status.
For Foreign Employees
- Passport and driver’s license (with photocopies).
- Work permit issued by the relevant Ministry.
- SGK (Social Security) document for those exempt from work permits.
- Vehicle registration or sales contract from the consulate.
- Employer letter stating your position and duration of employment.
- Company signature circular.
- Vehicle Identification and Delivery Report from Customs.
- Bank guarantee letter (no expiration date).
For Foreign Students
- Residence permit (not required for Blue Card holders).
- Official student certificate addressed to the TTOK.
- Passport and driver’s license.

For Retired Foreigners

Fees and Financial Obligations for 2024
The Turkish Touring and Automobile Association charges fees for issuing and extending the YTGGK documents. Below are the current rates for 2024:
- New Document (1 Year): 5,000.00 TL
- New Document (2 Years): 7,700.00 TL
- Extension (6 Months): 3,030.00 TL
- Extension (1 Year): 4,210.00 TL
- Extension (2 Years): 7,130.00 TL
Note: The security deposit (guarantee) must be in the name of the vehicle owner. You can pay document fees at TTOK offices in Istanbul, Ankara, Izmir, and other major ports.
Important Rules for Maintaining Your Vehicle Status
The Guest Plate registration is usually valid for 1 or 2 years. It cannot exceed the duration of your work or residence permit. You must apply for an extension before the document expires to avoid heavy fines or vehicle seizure.
To get your security deposit back, you must officially export the vehicle or sell it to another eligible foreigner through the proper channels. Once the files are closed at customs and the traffic department, return the Blue Card to TTOK to claim your refund.
