Residence Permits in Turkey for Ukrainian Citizens (2025 Update)

Ukrainian citizens who wish to stay in Turkey for more than 90 days, or beyond the visa-free period, must apply for a residence permit. Applications are submitted online via the official e-Ikamet system: https://e-ikamet.goc.gov.tr.

Due to the ongoing conflict between Ukraine and Russia, Turkey has implemented special measures for Ukrainian nationals. While the standard residence permit fee is $80 per year, Ukrainian citizens are currently exempt from this fee. However, the residence card fee of 160.00 TL still applies.

Applications must be made before the expiration of the visa or visa-free period. The processing time for residence permit applications is up to 90 days. Each applicant must apply individually, and the residence permit is issued separately based on the purpose of stay. Approved residence permits are sent to the applicant’s registered address.

  • Completed Residence Permit Application Form (signed by the applicant or their legal representative)

  • Photocopy of the passport or equivalent travel document (including the identity information page, photo, and pages showing entry-exit and visa information)

  • Чотири (4) біометричні фотографії

  • Declaration of sufficient and regular financial means during the stay (as stated in the application form; supporting documents may be requested)

  • Receipts showing payment of the residence card fee

  • Document showing registration in the Address Registration System

Document indicating the place of accommodation (one of the following):

  • Copy of the property deed

  • Notarized copy of the rental agreement

  • Utility bill

  • Hotel reservation or similar accommodation proof

  • If staying in a student dormitory, an e-signed/signed and sealed/stamped document stating the stay

  • If staying with a third person, a notarized commitment from the host (and their spouse, if married) and one utility bill on the persons name.

Медична страховка

Health insurance is mandatory for applicants under 65 years of age. Private health insurance prices for residence permits vary by age group. For example, for individuals aged 26-35, the cost is approximately ₺2,250 for one year and ₺2,870 for two years, totaling ₺5,120.
