Mobile Phone Registration in Turkey for 2026

Turkey enforces strict regulations on mobile devices brought from abroad. If you plan to use a foreign phone with a local Turkish SIM card, you must register its IMEI number. The Information and Communication Technologies Authority (BTK) manages this process. For 2026, the costs and procedures have been updated to reflect new economic valuations. This guide provides the exact steps and requirements to keep your device active.

The 120-Day Grace Period and Extensions

When you enter Turkey, your foreign phone works automatically for 120 days. This period applies to each SIM slot or IMEI number. If you have a dual-SIM phone, each slot has its own 120-day limit. This window is designed for tourists and short-term visitors.

Recent regulations allow for temporary extensions. Users can often extend this period by 30-day increments through the e-Government (e-Devlet) portal. You can apply for two such extensions, potentially reaching a total of 180 days. Once this period expires, the BTK will block your device from all Turkish mobile networks. You will still be able to use Wi-Fi, but cellular calls and data will stop working.

Official 2026 IMEI Registration Fee

The cost of registering a phone in Turkey has increased significantly. For 2026, the official IMEI registration fee is 54,258 TL. This fee is a tax paid to the Turkish government to grant the device a permanent usage permit.

The government adjusts this fee annually based on the revaluation rate. Because the fee is high, many travelers compare the registration cost against the price of buying a local mid-range smartphone in Turkey. For flagship devices like the latest iPhone or Samsung models, registration may still be the preferred option.

Mandatory Requirements for Registration

You cannot register just any phone. Specific legal criteria must be met before you pay the fee:

  • The 3-Year Rule: You can only register one mobile phone on your passport every three calendar years. If you registered a phone in 2024, you must wait until 2027 to register another.
  • Passport Entry: The passport used for registration must have a valid entry stamp into Turkey within the last 365 days.
  • Matching SIM: For the first three years after registration, the phone will only work with a SIM card registered under the same Turkish ID or passport number as the device registrant. You cannot lend the phone to someone else to use with their SIM card.

How to Register Your Phone via e-Devlet

The most efficient way to register is through the e-Government portal. You need a Turkish Republic ID number or a Foreigner ID number (99 series) and an e-Devlet password. You can get this password from any PTT (post office) by showing your ID.

  1. Log in to the e-Devlet portal.
  2. Search for "IMEI Kaydet" (Register IMEI).
  3. Enter your device's IMEI number. Dial *#06# on your phone to find it.
  4. Provide your passport details and the date of your last entry into Turkey.
  5. Pay the registration fee using a credit card or through integrated bank systems.
  6. Confirm the transaction and save your digital receipt.

Payment Options for the IMEI Tax

You must pay the 54,258 TL fee before the registration can be finalized. There are three primary ways to pay:

  • Online via e-Devlet: This is the fastest method during the application process.
  • Interactive Tax Office (Dijital Vergi Dairesi): You can pay via the official tax office website using the "Harç ve Değerli Kağıt Bedeli Ödeme" section.
  • Authorized Banks: Most major Turkish banks like Ziraat Bank, Vakıfbank, and Halkbank accept these payments. You must provide your passport number and the IMEI number at the teller.

What Happens if Your Phone is Blocked?

If you miss the 180-day window and your phone is blocked, do not panic. The block is not permanent. Your device will regain signal once the registration fee is paid and the process is completed on e-Devlet. It usually takes 12 to 24 hours for the network to restore service after the BTK processes your application. If you leave Turkey and return the following year, the 120-day clock resets, but only for that specific calendar year.
