Discover the legal pathway to obtaining a work permit for international protection holders in Turkey. Learn about eligibility, exemptions, and application steps.

Understanding International Protection and Work Rights in Turkey

Turkey offers a clear path for foreigners seeking safety and a job. The Law on Foreigners and International Protection No. 6458 and International Labor Law No. 6735 set the rules. These laws help you enter the job market legally if you have protection status.

This status covers refugees and conditional refugees. It's common for people from Afghanistan, Syria, or Iraq. You can get a work permit once you finish a set waiting period.

The 6-Month Waiting Period

You can't apply for a permit the day you arrive. Turkish law says you must wait six months after you first apply for protection. After that, you're ready to find an employer and start the process.

Your International Protection Applicant ID card (Kimlik) must be valid. This card is your main ID while you live in Turkey.

Easy Rules for International Protection and Work Rights in Turkey

Protection holders get a huge break on standard hiring rules. Usually, a company must hire five Turkish citizens for every one foreign worker. But this 5:1 ratio doesn't apply to you.

Your boss also doesn't need a huge bank balance to hire you. These rules make it much easier for small shops or factories to hire Afghan citizens and other protection holders.

Permitted Occupations and Sectors

Most sectors in Turkey are open to you. Employers often look for staff in roles that don't need special licenses. Common jobs include:

  • Manufacturing: Working in textile factories or leather shops.
  • Services: Cleaning staff, car wash workers, and kitchen help.
  • Agriculture: Seasonal farm work and caring for livestock.
  • Construction: General labor and site help.

But there's one big rule. You must work in the city where you are registered. If your ID is from Istanbul, your job must be there too.

Prohibited Jobs for Foreigners in Turkey

Some jobs are strictly for Turkish citizens. Even with protection status, you can't work in these roles:

  • Dentistry, Nursing, or Pharmacy.
  • Veterinary medicine.
  • Law or Notary services.
  • Security guard positions.
  • Customs brokerage.
  • Maritime jobs like ship captains or crew.

How to Apply for the Work Permit

The process happens online. Your employer must use the e-Devlet portal to send the request to the Ministry of Labor. You can't do this alone. You need a signed contract with a real company first.

The Ministry checks your protection status and the current job market. If they approve it, they'll mail the physical work permit card to your employer's office.

Social Security and Minimum Wage

A legal permit gives you the same rights as any Turkish worker. You must get at least the official minimum wage. Your boss must also pay your Social Security (SGK) premiums. This means you get healthcare and protection if you get hurt at work.

The rules have tight deadlines and need specific papers. Even a small mistake can lead to a rejection. SimplyTR helps Afghan citizens and others get their papers right. We check your documents and make sure your employer follows the law.
