Passport-Free Travel Between Turkey and Azerbaijan

Citizens of Turkey and Azerbaijan can travel between the two countries using only their national identity cards. This protocol started on April 1, 2021. Requirements for Traveling with a National Identity Card

While the process is simple, you must meet specific criteria to use your ID card instead of a passport. Not every identification document is accepted at the border.

New Generation Biometric IDs Only

Only new-generation chip-enabled (biometric) identity cards are valid for international travel. Old-style laminated ID cards without chips are not accepted. If you still have an older ID card, you must use a valid passport or upgrade your ID before your trip.

Validity Period

Your identity card must be valid for the entire duration of your stay. It is recommended that your ID card has at least six months of validity remaining from your date of entry to avoid any potential issues at border control.

The Entry-Exit Form: Your Most Important Document

When you travel with an ID card, border officials will not stamp your card. Instead, they use a special document called the "Entry-Exit Form" (Giriş-Çıkış Formu). This is a bilingual paper provided at the border or airport.

How to Use the Form

1. **Collection:** You will receive this form at the passport control desk before leaving your home country or upon arrival in the host country.
2. **Stamping:** The officer will stamp this form to record your entry date.
3. **Safekeeping:** You must keep this form with you at all times during your stay. It acts as your legal proof of entry.
4. **Departure:** You must present this stamped form to the officer when you leave the country. If you lose it, you may face fines or delays.

Stay Duration and Visa Rules

The agreement allows for visa-free travel for up to 90 days within a 180-day period. This applies to both Turkish citizens visiting Azerbaijan and Azerbaijani citizens visiting Turkey.

If you plan to stay longer than 90 days for work, study, or residency, you cannot use just your ID card. You must apply for the appropriate visa or residence permit using a valid passport. The ID card protocol is strictly for short-term visits.

Important Note on Third-Country Transit

The ID card protocol only applies to direct travel between Turkey and Azerbaijan. If you plan to travel to Azerbaijan via a third country (such as Georgia or Russia), you must carry a valid passport. Most third-party nations do not recognize the bilateral ID agreement and will require a passport for transit or entry.

Practical Tips for a Smooth Journey

• Check your photo: Ensure the photo on your biometric ID is clear and up to date.
• Carry a pen: You may need to fill out the Entry-Exit Form quickly at the airport.
• Digital copies: Take a photo of your stamped Entry-Exit Form as a backup, though you still need the physical paper to exit.
• Land Borders: The protocol is valid at land borders, such as the Dilucu border crossing between Turkey and the Nakhchivan Autonomous Republic.

This streamlined system reduces administrative hurdles and costs. It strengthens the bond between the two nations and encourages more frequent cultural and economic exchanges.
