Legal Basis for Education in Turkey

Turkey guarantees the right to education for every child within its borders. This right is protected by the Turkish Constitution. Under international law, primary school is free and mandatory for everyone. Foreign children have the same rights as local citizens to access the national system. Providing an education for foreign children is a priority for the state.

Registration Requirements for Foreign Students

The Ministry of National Education (MEB) manages how foreign students enroll in schools. These rules depend on the legal status of the child and the parents. It's usually a straightforward process if you have your papers ready.

Standard Registration Criteria

Most foreign students need a valid passport and an education visa to start. But there are exceptions. If you have a work permit or a residence permit, your child doesn't need a separate student visa. If you don't have a work permit, you must show you've had a residence permit for at least six months.

Special Categories and Exemptions

The Turkish system offers flexibility for specific groups. Refugees and asylum seekers don't need a student visa to enter school. A residence permit or a temporary ID valid for six months is enough. Children of embassy staff only need a valid passport. And former Turkish citizens can register their children under special legal rules.

The Equivalence Certificate (Denklik Belgesi)

One of the most vital steps is obtaining an equivalence certificate. This paper tells the school which grade your child should join. It compares their previous classes abroad with the Turkish curriculum. You must apply at the local education office or a Turkish embassy to get this document.

Required Documents for Education for Foreign Children

To sign your child up for a Turkish school, you'll need a few key documents. Bring the original passport and a notarized Turkish translation. You also need a valid residence permit or a Temporary Protection ID. Make sure to have the Equivalence Certificate and proof of address, like a rental contract. Finally, provide the student's past school reports or transcripts.

School Placement and Transfer Process

A special commission decides which school your child will attend. They look at the equivalence papers and find a program that fits. They also make sure students are spread out fairly across different schools. If you move to a new district later, this commission will handle the transfer for you.

Enrollment Without a Residence Permit

You can start the school process even if you don't have a residence permit yet. First, visit the local migration office to get a "Foreigner Identification Number" starting with 99. This number is necessary to enter the child into the e-Okul system. This electronic system tracks attendance and grades. It's the best way to manage the education for foreign children while waiting for official papers.
