Professions That Foreigners Are Prohibited to Work in Turkey
Discover the list of professions restricted to Turkish citizens under Law No. 2007 and learn how SimplyTR can assist with your legal work permit application process.
Legal Framework for Professional Restrictions in Turkey
Turkey welcomes talent from all over the world. But some jobs are strictly for Turkish citizens. Law No. 2007 and Law No. 6735 set these rules. You need to know these prohibited professions for foreigners before you start your job hunt here. It saves you time and legal trouble.
List of Prohibited Professions for Foreigners
Why are some jobs restricted? It's usually about national security or protecting the local job market. Here are the main areas where you can't work as a foreign national.
Healthcare and Medical Services
Medical roles are tricky. Turkey recently allowed foreigners to take some jobs in this field. But many key roles are still off-limits.

- Dentistry: You can't work as a dentist or dental surgeon.
- Pharmacy: Only citizens can own or run a pharmacy.
- Veterinary Medicine: This is reserved for locals only.
- Nursing: Most general nursing roles stay restricted, though some private clinics have exceptions.
- Hospital Administration: You can't be the lead director of a private hospital.
Legal and Judicial Roles
The legal system is very strict. You must be a citizen to handle these roles:
- Attorneyship: You can't join the Turkish Bar or practice law as a lawyer.
- Notary Public: These officials handle state papers, so they must be citizens.
Maritime and Customs Operations
Turkey's waters are protected by the Cabotage Law. This means you can't:
- Work as a captain or crew member on ships in Turkish waters.
- Dive for fish, mussels, or pearls.
- Work as a customs broker or consultant.
Security and Public Safety
Security is another area with tight rules. Law No. 5188 says you can't work as a private security guard. This covers protecting people or buildings anywhere in the country.
Exceptions for Foreigners of Turkish Descent
Do you have Turkish roots? Law No. 2527 might help you. People of Turkish descent can work in many of these restricted fields. You still need to get a work permit. But the rules are much easier for you than for other foreigners. This helps the Turkish diaspora come back and work.
Consequences of Illegal Employment
Don't risk working in a restricted job. If you do, you and your employer will face big fines. You might even face deportation. And you could be banned from entering Turkey again. So, check your eligibility with a lawyer before you sign any contract.
How to Legally Work in Turkey
If your job isn't on the list of prohibited professions for foreigners, you can apply for a permit. Usually, a Turkish company must hire you first. They must also hire five Turkish citizens for every one foreign worker they employ. Look for roles in tech or engineering. These are often the best ways to get your foot in the door.
