The Residence Permit Application Process in Turkey
Foreigners who plan to stay in Turkey longer than their visa or visa-exemption period must apply for a residence permit. This period is typically 30, 60, or 90 days depending on your nationality. Leaving Turkey Before Your Appointment Date
You should not leave Turkey before your scheduled appointment date at the Provincial Directorate of Migration Management. If you exit the country before the appointment takes place, your application will be considered abandoned. This makes your current application invalid. To return, you would need a valid visa or visa-exempt days, and you would have to start the entire application process from the beginning.
Leaving Turkey After Your Appointment (The 15-Day Rule)
Once you complete your interview and submit your documents, you are in a pending status. You can leave Turkey temporarily before your physical residence permit card arrives, but you must follow specific procedures to ensure you can re-enter without issues.
The Residence Permit Application Document (Müracaat Belgesi)
After your appointment, the migration office issues a "Residence Permit Application Document" (İkamet İzni Müracaat Belgesi). This document acts as your legal proof of stay until your official card is delivered. If you plan to travel abroad, you must ensure this document is signed and stamped by the authorized officials at the migration office. An unstamped document may not be accepted at border control.
Travel Limitations and Re-entry
With a signed and stamped Müracaat Belgesi, you are permitted to leave Turkey for a maximum of 15 days. If you return within this 15-day window, you will not be required to obtain a new visa. This rule is specifically designed for applicants whose original visa or visa-free period has already expired while waiting for their permit.
Important Considerations for International Travel
While the law allows for a short exit, there are several risks and requirements to keep in mind:
- Overstay Fees: If your original visa has expired by the time you leave for your 15-day trip, you must pay an overstay fine at the airport customs desk upon departure. Failure to pay this fine can result in an entry ban.
- Card Delivery: Residence permit cards are sent via PTT (Turkish Post) to your registered address. If the card arrives while you are abroad and no one is available to receive it, the card will be sent back to the migration office.
- 15-Day Limit: If you stay outside Turkey for more than 15 days with only the application document, your pending application may be rejected, and you may be treated as a standard tourist upon your return.
What to Do if You Must Stay Abroad Longer
If an emergency requires you to stay outside Turkey for more than 15 days, your pending residence permit application is at high risk of cancellation. In such cases, it is often necessary to re-enter Turkey using a standard visa or visa-exempt entry and restart the application process. Always keep copies of your payment receipts and application documents to prove your situation to border officials.
